Chinggis Khaan’s world outlook and policy

My original idea was to search for ways of bringing social peace,
Not to bring together rulers and masters of small aimags.
Good if friendly relationship develops across the nation.
Uniting nations from dawn to sunset,
I aimed at uniting their souls
Bringing them under a single head.
Conquering the world means uniting people,
Uniting people means conquering their hearts,
Conquering peoples’ heart means gaining the entire world.
Losing peoples’ heart means losing the world. The more children are born and the more I have them, no people will be poor, or lack intellect or wisdom. Once they accomplish good deeds, they are wise, intelligent and talented, they will not fail.
Therefore, between five hundred years and a thousand years, the time for ascendance and prosperity may come again.

Formation of the Great Jasper State

Great Emperor Chinggis Khaan:
“At the time of uniting the country
Moving the great nation overcoming difficulties,
Stretching the leather stirrups,
Breaking iron stirrups,”
the Eternal Heavenly vision and the statehood concept were elaborated with great efforts. Based on this world outlook the state golden box policy was implemented, observing principles:
“Results of accomplishing a hundred deeds
Make the person, kept his words, comfortable and confident”.
The Great Emperor’s wish was:
“Let my humble body get exhausted
But not my state,
Let my whole body suffer
But not my nation.
My sovereign state should not disintegrate.”

“Peace and friendship should be cherished”,
“I wish my Great Jasper State is guarded days and nights.”      
This is Chinggis Khaan’s independent world outlook, which enabled him to establish his great sovereign power. This doctrine served as the source for his great state independent policy. Dependent state policy does not stem from an independent world outlook. Elaborating and equipping the Mongolian Jasper Statehood with Great State independent policy, based on an independent world outlook, made Chinggis Khaan a worldwide famous great historic personality.  Jasper (powerful) statehood, swastika seal, great assembly, constitutional council, first Mongolian constitution, his nine supporters, 40 thousand Mongolians, sixty thousand people are the realization of Chinggis Khaan’s statehood ideology elaborated by him personally. The doctrine dictated by his wise thoughts (to put into modern language, Chinggis Khaan’s orders, teachings and testament) in close interaction with state policy ensured the building of the Jasper Statehood.  This was the origin of the Triple- “Doctrine- Great policy – Jasper statehood”. There should be another Triple- “Jasper statehood – Emperor – Wealthy great power” . The link between these two Triples is the Jasper Great Statehood.

    We emphasize that the doctrine and ideology of Chinggis Khaan were based on Shamanism, concentrating talent and wisdom, eternal heavenly vision and State world outlook. This concept was formulated by people’s language, proverbs and sayings based on objective criteria, strong will and a set of hard life principles of Mongolians lived in those days.

    Chinggis Khaan pursued the great state policy, by observing principles “knowing well everything general and ruling properly everything detailed; advancing the wealthy state as the basic notion of eternal heavenly vision and jasper statehood as the basic notion of statehood concept.
  
    Chinggis Khaan ruled his Great Jasper State and wealthy country by combining the statehood concepts with eternal heavenly vision, acquiring wise ideas via shaman postulates. People of Golden origin highly respected wise thoughts and feelings. Chinggis Khaan highly praised the realization of enlightened wisdom and neutral ideas into wise thoughts. It will not be incorrect to say that contemporary Mongolians have not been so far realizing and nearly forgot that he formulated: “wise thoughts and feelings are a strong will to rule the Great state”.  He taught: “There is no good friend as your own wise feelings”.

    Thus, he did not only deeply realize the notion of wise feelings or thoughts, but delineated and defined them as black /or bad feelings/ thoughts, killing thoughts, tough thoughts, love feelings, greedy thoughts, generous feelings, neutral thoughts, balanced thoughts and wise thoughts. Philosophically the sociologists interpret in religious doctrines the notions of ghost and psychology; the word “soul” is used in multiple meanings like mentality, intellect, wisdom, spiritual power, idea, will, life and ecstasy. However, Chinggis Khaan did not simply use the word ‘feelings’ or ‘thoughts’, his magic was that he succeeded in integrating his enlightened wisdom, originated from Khaan’s knowledge of 35 skills and knowledge, and neutral feelings, into the Jasper State policy.

To link wise feelings and thoughts with great state policy and make them effective, he fully possessed the four great sciences or wisdom, first, know everything general well; second, rule properly everything detailed; third, be able to distinguish truth from lie; and fourth, find out the difference between obtaining and losing. He succeeded in strict enforcement of the constitution and in ruling the state observing these four sciences. The great Emperor was highly praised by Goo Muhulai: “He managed successfully to balance force and wisdom”. Chinggis Khaan, who knew well everything general, “learnt well all 35 skills and knowledge that every Emperor is required to know” as Boorch put it; “He ruled his great state in an integrated manner” as put it Goo Muhlai; and “ He was a Great Lord who could unmistakably tell truth from lie” as Oirad Khar Khiru said.

Thanks to his wise ideas linked by the above-mentioned four great sciences, he created the “Golden family golden box policy”. This golden box policy had historically been proven by the constitution and implemented by efforts to serve the great state. In the chronology composed by Chinggis Khaan it says:
Among people tighten your words,
Analyze your thoughts while alone,
Amicably converse with people,
Analyze and know what to gain or lose,
Ask and unite ideas of old and young,
Uphold in general a humane /non-killing/ policy,
Nurture every creature as a single son,
Teach like father and care like mother,
Rule the state as prescribed by Law,
Make many people happy,
Bring peace to all your relatives.
Caring people and bringing peace to them was the supreme goal of the Mongolian Jasper State policy. The most critical principle of the Jasper State policy was “Ask and unite ideas of old and young and uphold in general non- killing policy”. This principle is the expression of the democratic (ask and unite ideas of old and young) and humane (uphold in general humane/non-killing policy) nature of Chinggis Khaan’s state. The teaching that every citizen of Chinggis Khaan’s state should “analyze their own thoughts while alone”, “analyze and know what to gain or lose” and “without self-praise continue work once begun,” all served as the basis for strengthening Chinggis Statehood, and for enforcing the state constitution by implementing the state policy relying on Chinggis’s set of ideas and thoughts. This was the knot tying together the force and wisdom.

    Chinggis Khaan taught in his treatise that kings and rulers of Mongolian Great Empire should be generous to their people, support their subordinates, care for the soldiers, and respect solidarity in order to make their territories peaceful and happy. This sounded like:

Kings and masters, wishing people’s support, need to be generous,
To reduce risk, support your subordinates,
To strengthen power, care for your soldiers,
To lead a peaceful and happy life, mind solidarity.

This is how the four pillars of Mongolia’s Great Empire were defined.

Chinggis said: “Prior to my becoming the Khaan there was no order among Mongolians. Children did not listen to parents, husbands did not trust their wives, wives did not listen to their husbands, the rich did not help the poor, subordinates did not respect their supervisors. After uniting them into my state, my prime concern was to instill order and distinguish truth from lie.” Chinggis achieved this goal because he perfectly well learnt 35 skills and knowledge of an Emperor in order to become himself a great military commander, the head of the Jasper State and Emperor of a wealthy Empire. Thanks to this, he gained an enlightenment and neutral ideology. He instilled order using his enlightened wisdom and surely installed fairness by a neutral ideology.

Chinggis was not a cruel killer
   
Numerous facts and documents exist, which unarguably prove that Chinggis and his great army were not crazy about waging wars, killing and exterminating peoples, destroying history, culture, villages and towns. He was a great politician, extremely talented and a great leader. Here I wish to quote him: “… After waging war in four directions and installing peace and order in 75 small provinces and 12 big nations, I wanted to live in peace and harmony. However, a group of people from the Golden Horde came to me complaining about intolerable dark and cruel oppression.” Chinggis tried not to resort to force if it was possible and to settle problems in an amicable way. But in case of necessity he had to move his iron fist.  The ultimate goal of Chinggis Khaan was to restore strict order and rules, avoid any turmoil or unrest, and respect peace and harmony not only among Mongolian national minorities, but also among other nations.

Temuujin kept cool when Jurhen and others four times made hostile attempts, and he had to move his army when the attempt was repeated for the fifth time. He was very patient with his close rivals like Van Khan, Jamuha, as well as with Horezm, Tibet, Zurchid Golden Horde, and Sunn nation in the South of China. Not him but the other sides used to breach the agreements and killed his envoys. This was the true reason why he had to move his strong fist.

As there was a strong propaganda against Chinggis Khaan, accusing him of waging wars, conquering other countries, severely terrorizing, torturing and exploiting their peoples, thus blackening the Great Mongolian Empire, the possibility to start Chinggis studies was closed. Therefore, Chinggis Khaan’s world outlook and his Great Jasper State policy were not included until now into the social science studies. It is necessary to study Chinggis Khaan as an outstanding politician, the leader of the most powerful state, ruler of a wealthy nation, the Emperor of the Great Jasper State.
